This particular scene was interlaced, so I used QTGMC to interlace and double the FPS at the same time. Then just a normal upscale with AHQ and default settings afterwards.

You put the code in Command Prompt. If you want a GUI, there's QWinFF, but I haven't tried that out yet so...

You probably can find some beginner ffmpeg tutorials on YouTube. There's also a tutorial on WikiHow teaching how to install it in Windows. Another GUI app that lets you see the parameters and configure them manually is FFmpeg Batch AV Converter. I started out using command line, but then switched to this one to automate a batch of videos that I leave converting overnight :) It also offers a wizard that results in some parameters that you can review, which may help you to learn ffmpeg.
